Unused funds for SCs, STs to be transferred to Social Justice and Tribal Affairs Ministries

Every year, the ministries together earmark Rs 1.3 lakh crore for various schemes, including entitlement-based schemes. Several ministries are unable to use the earmarked budget, leading to Rs 10,000-20,000 crore lapsing every year.
